Welcome to PPNA This is the official website for the Proctor Plaza Neighborhood Association in Houston, Texas. Proctor Plaza is composed of East Norhill and North Norhill, collectively the the Norhill Historic District. We hope to use the site to help our community stay vibrant and well connected.
